Does anyone know if KRM is still functioning? I’m getting no replies to emails and the website has not been updated since 28 August 2020.

Might be giving the Severn Valley Railway's offices a call on 01562 757900. While KRM isn't directly part of the SVR, they may well know the current state of play.
The SVR themselves have been running pre-book only 'excursion' trains with reserved compartments since they reopened about a year ago, with tickets only valid on particular trains and no hop on-hop off opportunities en-route; so it's possible that the museum might have been temporarily closed to reduce visitor contact.
