Basically, yes. The Cardiff Railway had originally been created by the Marquess of Bute's Trustees as The Bute Docks Co. to run the Bute Docks in their place. The TV had always had a poor relationship with the Trustees, because of their charges for TV traffic and favouritism towards the RR, and the CR would have reduced the TV's mileage [and hence profit] significantly. The PC& N [later part of the Alexandra Docks concern] was seen as less of a threat, as the traffic to Newport Docks from the west was much less extensive than that to Cardiff. The TV actually gained an income from the PC&N, as they worked the mineral and empties traffic on the PC&N for over 20 years from its opening.
