See this link from the BBC about the restoration of a direct rail link between Liverpool and North Wales.

£18.75 million for one and a half miles of track seems a bit strong. Perhaps something else is involved.

Google Earth shows track still in place. However, it is single track, with a single point connection at each end, obviously unsuitable for the proposed service. So, complete track renewal probably upgrading to double track, upgrading the junctions at each end, and new signalling and infrastructure. Soon mounts up. But small beer in terms of what Network Rail spends each year.
